Franklin Shepherd Smiley was the second of the five children of Shepherd Henry and Catherine Elizabeth (Johnson) Smiley. He was born at St Kilda where his father was a butcher.

In Sydney in 1910, Franklin married Vivienne Rosan Allan who was born in Sydney about 1890, the daughter of William and Blanche Allan.

Frank Shepherd (spelled as Sheppard) joined the Australian Imperial Force on 17 July 1915, when he was aged 25. At the time he listed his occupation as a butcher and he, his wife Vivienne and their two sons were living at Agnew Street, Brighton.

He sailed from Australia in October 1915 and served in Europe as a gunner with the 4th Division Artillery. He returned to Australia in 1919, and was discharged from the Army in July of that year.

Franklin died in St Kilda on 4 May 1961. Vivienne died at Heidelberg five years later, on 2 January 1966.
